Most facility managers assume gutter cleaning has to go out for a formal solicitation. For a single building, it usually does not.

For recurring service, whole-campus work, or anything that would exceed that threshold with us in a single year, the action moves into simplified acquisition procedures with wage determinations attached. Why Ground-Level Equipment Matters for Government Facilities

Traditional gutter cleaning at government facilities creates four problems your facility manager already knows:

• Lifts block parking, sidewalks, and ADA access routes. Government buildings often have minimum ADA route widths that staged equipment violates.
• Roof access creates liability exposure. When a contractor steps onto a federal or state-owned roof, the agency’s risk posture is implicated — and many facilities require a separate roof-access permit for any non-roofing contractor.
• Work at height triggers OSHA requirements that raise bid prices and slow scheduling.
• Operational disruption. Clinic lobbies, courthouses, and visitor centers do not pause because a lift is parked at the entrance.
